"Does Allah only test people whose faith is weak?"
Indeed, Allah gives tests to all His servants, believers and non-believers. And the test depends on how strong our faith is. The stronger a person's faith, the harder the test that Allah gives. Because indeed, Allah will not impose a test beyond the limits of His servant's ability.
