Since the beginning of its preparation, all ratib readings, including Ratib Kubra, have been generalized by the constituent saints for all Muslims. Even so, if you ask for another certificate specifically from a scholar who has a continued chain of reference to the composer, that would be even better. So reading ratib without a diploma is still fadhal (main). And if reading it with a diploma, afdhal (preferably).
