The app automatically moves your electricity use to the hours when prices are lowest. To automate the savings you need a Shelly smart relay (Gen2 or newer). The simplest Shelly devices, such as the Shelly Plug, can be installed without an electrician. To benefit from low market prices you need to live in one of the supported markets and have a market-price (spot) electricity contract. It compares the cost of your electricity with a typical fixed-price contract in your region, based on measured data.
