You just have to Tap and Drag the puzzle pieces to the appropriate place on the map, if the place is correct, you will hear and Read the Name of each District of Hong Kong.
The Game also keeps a record of your best time, so you can get better or challenge your friends to see if they can solve the puzzle in a better time than yours.
