Model Communicator (MoCo) is a free, robust AAC app designed by Kara Cotter, MS CCC-SLP and Jim Tyler, MS. CTO. No analytics, no tracking, and no account. The camera and microphone are used only by the editing tools, when you add a photo or record a sound for a tile, and that content stays on the iPad.
