The Constitution of the Republic of Azerbaijan was adopted on November 12, 1995 by popular referendum and entered into force on November 27, 1995. The Constitution was amended two times, in 2002 and 2009.
The Constitution is the supreme law of the country and has direct application on the whole territory of Azerbaijan (Article 147). The Constitution proclaims the establishment of a democratic, legal, secular, and unitary State, where the state power is based on the principle of separation of powers (Article 7). As the fundamental law of the State, the Constitution defines the structure of the government, the basic rights, liberties, and responsibilities of its citizens, as well as the powers of the legislative, executive, and judicial branches.
