About Axis Europa

AXIS EUROPA 194x is a turn-based strategy board game spanning the European and Atlantic theaters of WW2 from April 1940 onward. From Joni Nuutinen: classic wargaming scenarios since 2011. Latest refresh August 2026.

As grand strategist of the unified Axis war effort, you coordinate land, naval, industrial, and logistical operations across continents and oceans. German troops prepare to land in Norway as the Royal Navy closes in. Panzers stand ready to drive into France. Italian forces struggle to expand from fragmented poorly supplied footholds in Africa.

Time is not on your side. Britain controls the seas. The United States is an industrial giant switching on the war footing. The Soviet Union grows stronger in the east. The longer the war lasts, the more overwhelming your enemies become.

Every offensive is a risk. A single miscalculation can trigger a multi-front war you cannot sustain for long.

Can you defeat the great powers one by one before their combined strength crushes the Axis? Can you balance industrial expansion, fuel logistics, naval warfare, and armored offensives without collapsing under overreach?

Choose where to strike, when to advance, where to fortify, and which enemies to confront first. Allocate scarce resources, direct industrial production, and deploy Panzers, U-boats, and battleships to dominate Europe and the Atlantic.


SCENARIO ELEMENTS:

OIL & FUEL: Tanks, aircraft, and warships depend on a constant flow of fuel. Securing enough oil fields to keep the war machine running is one of your top priorities. Fuel can be transported rapidly across continent by rail fuel carriages built by engineers, while fuel trucks handle the final stretch to the front lines. At sea, oil tankers enable long-range naval operations for battleships, aircraft carriers, and even U-boats operating far from ports.

ENGINEERS: Engineers form the backbone of your expanding empire. They lay railways that allow rapid troop redeployment across Europe and into emerging crisis zones. They can also construct smaller support units such as fuel trucks and rail fuel carriages. Beyond logistics, engineers clear terrain for airfields, hospitals, and railway expansion while also building dugouts and minefields. Their time is always limited, forcing difficult choices between expansion, logistics, and defense.

INDUSTRY & RESOURCES: Industrial locations across the advanced nations of Europe produce the major game pieces of war: tank armies, battleships, U-boats, troopships, supply ships, and more. Production automatically consumes fuel drawn from oil fields and, if necessary, from stored reserves carried by tankers, rail carriages, and fuel trucks. Industry also depends on coal from controlled mines, which flows into a shared strategic resource pool. Running short on fuel or coal can cripple your war effort, slowing production just as enemy powers begin to outscale you.

DIPLOMACY & TENSION: The game begins with the Axis already at war against the UK and France, while other nations remain neutral under varying levels of political tension. If tension reaches 100%, war is declared. Neutral nations include the United States, the USSR, Spain, Turkey, Greece, Sweden, Norway, and the South America. Generals may spend movement capacity to reduce tension in selected countries each turn, delaying new enemies from entering the war. Beyond improving combat performance, generals can recruit engineers, organize emergency auxiliary forces, gather supplies, and scrape together fuel reserves.

SCATTERED MAP: While continental Europe, the Soviet Union, the Near East, and British-held India form one connected landmass, the war quickly expands far beyond it. Axis forces must fight across North Africa while protecting supply routes through the Mediterranean. The road to dominance may lead across Spain, down the west coast of Africa and onward to South America, or north through the British Isles and Scandinavia toward Iceland and Greenland.
