Work out the order, and the pond empties. Three lives a level, and only a tap on a koi that cannot get out will spend one.

Nothing is hidden and nothing is random. Every koi shows you the way it will swim, so the whole answer is sitting on the water in front of you. Nothing is timed, and no tap can leave a pond unsolvable, so the way out is always still there.
