Reglas de Brasilia

In 2008, the presidents of the Judiciaries of the Ibero-American countries met in Brasilia and approved the "100 Rules of Brasilia", seeking to guarantee effective access to justice for vulnerable people without discrimination. In 2018, they met again to review progress and approve more measures to ensure responses from the justice system.

The rules define vulnerable people as those who face difficulties in exercising their fundamental rights due to their age, gender, disability, economic, social, ethnic situation or migration.
