The Common Service Centre (CSC) scheme was formulated under the National eGovernance plan. The CSCs located are the front end delivery channels to provide various Tamil Nadu Government e-services. As per Government guidelines 1 Common Service Centre (CSC) has to be established for 6 Village Panchayats. As 383 Common Service Centres are running successfully in Tirunelveli District, the ratio of 1 CSC for 1 Village Panchayats is established by District Administration, through Public Private Partnership (PPP) model. In Tirunelveli District, the PPP model is implemented through various service agencies namely M/S TACTV Ltd., Primary Agriculture Cooperative Credit Society (PACCS), Pudhu Vaazhvu Project (VPRCs) aided by Village Poverty Reduction Committees of the World Bank, Village Level Entrepreneurs (VLEs) who shall establish and operate Common Service Centres (CSCs) which are to be the front end e-service delivery points of various schemes of Tamil Nadu Government. Any coomon public who wants to avail an e-service, he has to always approach the nearest Common Service Centre to his locality. The IT enabled Government Services should be accessible to the common man in his/her village, through efficient, transparent, reliable and affordable means. The e-services of Revenue Administration for 17 different e-services, Social Welfare Department for 7 services are taken care by these 383 Common Service Centres.
“CSC-Nellai” is a location-based mobile app development concept for any common public of Tirunelveli District to give immediate list out of e-service delivery channels basis of their locations for a given radius. This mobile app gives an edge to the common public of Tirunelveli District for enabling them to reach out the Common Service Centres in close proximity without much difficulty.
Tirunelveli District Administration has synchronised location-based apps with their list of Common Service Centres to provide their public location information at the right time. Such apps help Tirunelveli District Administration connects with the common public to get the benefits of e-Service channels easily.

It can also integrate Google Maps, location of mobile apps and the locations of all common service centres filtered through the given radius parameters. It is the most impressive and interesting use of geo-location capabilities. By superimposing virtual elements on real-world objects, this App can give the public more interactive and life like experience through Google Map. This App helps the District Administration, to gain the trust of public easily.
