উশর(ফসলের যাকাত) | Ushor

উশর হল ফসলের দারিদ্র মুসলিমদের অধিকার। অন্য কোথায় ফসল বা ব্যাবসায় যে সম্পদ উপার্জন করা হয় তার যাকাতের বিধানকে উশর বলে। এটা বর্তমান সময়ে একটা অবহেলিত ফরজ ইবাদত।

যাকাতের মত উশর আদায় করাও ফরয। জমি থেকে যে সমস্ত ফল-ফলাদি, ফসল ইত্যাদি উৎপন্ন হয় সে সমস্ত ফল ও ফসলের ১০ ভাগের ১ ভাগ যাকাত হিসেবে আদায় করাকে উশর বলে। অর্থাৎ যে সমস্ত ফল ও ফসল বিনা পরিশ্রমে আপসে আপ উৎপন্ন হয় সে সমস্ত ফল ও ফসলের ১০ ভাগের ১ ভাগ যাকাত হিসেবে দিতে হবে আর যে সমস্ত ফল ও ফসল কষ্ট করে ফলানো হয় সে সমস্ত ফল ও ফসলের ২০ ভাগের ১ ভাগ যাকাত হিসেবে দিতে হবে।
উশর সম্পর্কে মহান আল্লাহ পাক তিনি ইরশাদ মুবারক করেন,
“তোমরা তোমাদের উপার্জিত হালাল সম্পদ হতে এবং যা আমি তোমাদের জন্য যমীন হতে উৎপন্ন করেছি তা হতে দান করো। (পবিত্র সূরা বাক্বারা শরীফঃ ২৬৭)
আরো ইরশাদ মুবারক করেন,
“ফসল কাটার সময় তার হক (পবিত্র উশর)আদায় করো। (পবিত্র সূরা আন’আম শরীফঃ ১৪১)
পবিত্র হাদীছ শরীফ উনার মধ্যে পবিত্র উশর সম্পর্কে বর্ণিত রয়েছে-
অর্থ: হযরত আব্দুল্লাহ ইবনে উমর রদ্বিয়াল্লাহু তায়ালা আনহু তিনি বর্ণনা করেন, নূরে মুজাসসাম হাবীবুল্লাহ হুযূর পাক ছল্লাল্লাহু আলাইহি ওয়া সাল্লাম তিনি ইরশাদ মুবারক করেন, যাতে অর্থাৎ যে যমীনকে আসমান অথবা প্রবাহমান কূপ পানি দান করে অথবা যা নালা দ্বারা সিক্ত হয়, তাতে পবিত্র উশর অর্থাৎ দশ ভাগের এক ভাগ আর যা সেচ দ্বারা সিক্ত হয়, তাতে অর্ধ উশর অর্থাৎ বিশ ভাগের এক ভাগ। (বুখারী শরীফ)

ushr is like jakat for agricultural produce and it’s farz for muslims.
Ushur or ushr, in Islam, is 10 percent for irrigated lands or 10 percent for non-irrigated lands levy on agriculture produce. Caliph Umar expanded the scope of ushr to include border trade tax.It literally means a tenth part and it remained in practice in Islamic ruled territories from Spain and North Africa through India and Southeast Asia through the 18th century.Ushur was applied only on non-Muslim traders, at a rate of 10% of the value of the merchandise that was either imported or exported across the border controlled by the Islamic state. It applied to non-Muslim traders who were residents of the Islamic state (dhimmi), as well as to non-Muslim traders who were foreigners and wished to sell their merchandise inside the Islamic state. Historical medieval era trade documents between Oman and India, refer to this tax on ships arriving at trade ports as ashur or ushur. Ushr and Jizya would grant non-Muslims a privilege in war time, ie. non-Muslims could not be obliged to join in military activities, in case there was a war. By paying taxes, non-Muslims were protected by the Islamic law from any harm (dhimmi- the protected one), as opposed to, Muslims had to pay Zakah as well as were obliged to join in military activities in order to protect Muslims and non-Muslims alike.
