About this app

The Air Code of the Russian Federation is a codified regulatory legal act that is the main source governing relations in the use of the airspace of the Russian Federation and activities in the field of aviation.

The Air Code of the Russian Federation was adopted by the State Duma on February 19, 1997, approved by the Federation Council on March 5, 1997 and signed by the President of the Russian Federation on March 19, 1997, entered into force on April 1, 1997 (Article 136 of the Air Code of the Russian Federation).

The air legislation of the Russian Federation includes (Article 2):

Laws: Air Code of the Russian Federation, Law on the State Border of the Russian Federation;
Decrees of the President of the Russian Federation on determining the structure of executive authorities in the field of use and control of the use of airspace, as well as some Acts of the President of the Russian Federation;
Regulatory acts of the Government of the Russian Federation, regulating the rules for the use of the airspace of the Russian Federation, establishing a unified air traffic management system.

The Air Code of the Russian Federation established the only federal executive body (Article 12), although earlier these powers were shared by the Ministry of Defense and the Ministry of Transport.

The procedure for the investigation of aircraft accidents by the commission has been determined in order to establish the causes and take measures to prevent them in the future, while the purpose of the investigation does not depend on the category of the vessel (civil, state, experimental) and its nationality. The tasks of the commission do not include the identification of the culprit and the determination of responsibility (Article 95).

The provisions of the Air Code apply to legal relations that arose after its entry into force (Article 137), that is, after April 1, 1997 (Part 1, Article 136).
