The subject of legislative regulation is the relationship between legal entities and individuals, state bodies, arising, changing or terminating due to the establishment of mandatory technical norms and rules, confirmation of the conformity of products, processes (methods) of its production with mandatory requirements, standardization, accreditation of certification bodies and testing laboratories (centers), prosecution in cases of non-compliance with the requirements of technical regulations and financing of work in the field of technical regulation. The Law does not apply to state educational standards, regulations (standards) on accounting and rules (standards) of auditing, standards for issuing securities and prospectuses.

Product requirements are divided into mandatory, which are established by technical regulations, and voluntary, which are contained in the standards.

Mandatory technical requirements can be established only by federal laws, decrees of the President of the Russian Federation and decisions of the Government of the Russian Federation.

The legal framework and principles of standardization in the Russian Federation, the national standardization system, the procedure for the development and application of standards are changing.

Certification can be carried out on a voluntary basis in voluntary certification systems or on a mandatory basis. Mandatory certification is carried out in the cases and in the manner prescribed by the technical regulations.
