The right of citizens to local self-government is realized through its organization in three types of municipalities: settlements, urban districts and municipal districts. Each of the named types of municipalities has a list of issues of local importance.

The scope of competence of local self-government as a whole has been somewhat reduced.

Much attention is paid to the territorial organization of local self-government. The procedure for establishing and changing the boundaries of municipalities, the procedure for transforming municipalities is determined.

The vesting of local self-government bodies with certain state powers is carried out in accordance with this Federal Law.

The list of forms of direct implementation by the population of local self-government and participation of the population in the implementation of local self-government has been expanded.

A new mechanism for regulating interbudgetary relations based on the territorial organization of local self-government is being approved.

Issues of inter-municipal cooperation have been settled in detail. Established a new type of business entities - inter-municipal business entities.

Provides for the temporary exercise of the powers of local self-government bodies by state authorities of the constituent entities of the Russian Federation in cases of a threat to the life, health and safety of citizens, as well as in some other cases.

The features of the organization of local self-government in the constituent entities of the Russian Federation - the cities of federal significance Moscow and St. Petersburg, in closed administrative-territorial formations, in science cities and in border areas are considered.
