О стандартизации в РФ N 162-ФЗ

The law was developed in connection with the entry of our country into the WTO and is aimed at improving the national standardization system.

The applied terminology is unified with the international one, the concept of "technical conditions" is fixed. The requirements for the national standardization system, the federal executive body in the field of standardization, technical committees for standardization, and documents for standardization have been spelled out.

A novelty is the inclusion of draft technical committees for standardization into the number of participants in the national standardization system. They are created on a temporary basis.

The types of documents on standardization have been determined. The procedure for the development and approval of national standards is spelled out in detail.

The obligatory application of the national standard for the manufacturer and (or) the executor in the case of a public declaration of the conformity of the product to the national standard (including when the product is marked with the sign of the national standardization system) is fixed.

The law presupposes the possibility of using references to national standards and information and technical guides in regulatory legal acts.

Particular attention is paid to the information support of the national standardization system. The formation of a federal information fund of standards is envisaged.

The federal executive body in the field of standardization is entrusted with the official publication, publication and distribution of documents of the national standardization system and all-Russian classifiers. At the same time, the fundamental national standards and standardization rules must be in the public domain on the website of the said body; standards, references to which are given in regulatory legal acts; all-Russian classifiers; information and technical reference books. Also, documents of the national standardization system will be provided to state libraries.

To inform users about documents belonging to the national standardization system, a sign of the national standardization system is introduced. It can also be used to mark products that comply with the national standard.

The law contains transitional provisions on the transformation of departmental industry standards into national ones until September 1, 2025.
