The legal and organizational foundations of the system of the state service of the Russian Federation are determined, which is formed by three types of federal state service (federal state civil service, military service, law enforcement service) and state civil service of the constituent entities of the Russian Federation.

The Law provides definitions of the federal state service and its types, the state civil service of the constituent entities of the Russian Federation, as well as the federal civil servant and the state civil servant of the constituent entity of the Russian Federation.

The state employer for federal civil servants is the Russian Federation, for civil servants of the constituent entities of the Russian Federation - the corresponding constituent entity of the Russian Federation.

The general conditions for the formation of civil service personnel, admission to civil service and its passage, assignment, retention and deprivation of class ranks, diplomatic ranks, military and special ranks are determined.

The rule is fixed on the inclusion in the total duration of civil service of one type of duration of civil service of other types, as well as the periods of replacement of government positions in the Russian Federation, government positions in the constituent entities of the Russian Federation, elective positions in municipal service.

The goals of creating a civil service management system at the federal and regional levels, sources of funding for the federal public service and the state civil service of the constituent entities of the Russian Federation are also determined.
