Federal law regulates public relations arising in connection with the exercise by citizens of the right to association, creation, activity, reorganization and (or) liquidation of public associations.

The law establishes the procedure for the creation of public associations, their reorganization and (or) liquidation, the rights and obligations of public associations, regulates the issues of ownership of public associations, property management, and also defines responsibility for violation of the legislation on public associations.
