Smart Green Phone - an application for easier, faster and more accurate reporting of perceived environmental problems.
Zeleni telefon is a free service of Green Action, founded in 1992. So far, more than 30,000 reports of environmental problems have been received, most of which have been resolved.
The importance of the existence of such a service is most evident in the fact that all applicants are given the possibility of anonymity if they wish. In that case, Green Phone activists refer such reports to the competent authorities for action without mentioning the persons who reported it to them. The second role of the Green Phone is advisory, when people who notice a certain problem want to report it to the competent authority but do not know to whom exactly. In such cases, the activists direct the applicants to the right addresses, but also teach them how to write the application and what to attach to it.
Given the digitization and increasing use of online tools and mobile devices, modernization of the Green Phone service is essential to maintain its relevance and visibility while further exploiting its potential. By modernizing the service, it is also intended to expand the user group of the Green Phone to young people. Although the interest in environmental protection and participation among young people is very high, as shown by other projects and events of the Green Action, young people still use the Green Phone little.
However, the goal of the application is not only to activate young people, but also to facilitate the reporting of perceived environmental problems and to modernize and strengthen the Green Phone in solving them. In addition to making it easier for citizens to report environmental problems, the application also strengthens communication between civil society organizations, citizens and public authorities with the aim of solving environmental problems as efficiently as possible.
Once you're in the mobile app, you can report an environmental issue you've noticed. On the navigation bar you will find Applications, which will take you to the folder. Mark the location of the environmental problem on the map and attach a document, picture or video if you have one. The application further takes you to the Description of the application. In that window, describe the environmental problem in as much detail as possible. Below is the Categories window, which offers you 13 environmental issues, select one and submit your application. If you want to remain anonymous, you have that option before submitting your application. You can see your application at the beginning of the application under Your applications, as well as everything that happens with your application, until it is resolved.

Detailed documentation on the development and use of the application will help in the construction of the mobile application in other regions of Croatia and in this way will create stronger cooperation, transparency and trust between decision makers and civil society.

The application was created as part of the project 'New instruments for cooperation with institutions in environmental issues in Croatia', implemented by Green Action and UfU (Independent Institute for Environmental Affairs). The project is financed by the Advisory Assistance Program of the German Federal Ministry of the Environment (AAP) for environmental protection in Central and Eastern Europe, the Caucasus and Central Asia and other neighboring countries of the European Union. It is supervised by the German Environment Agency (UBA).
