FCC Element 9 is a written exam that tests the knowledge and understanding of the principles and practices of the GMDSS (Global Maritime Distress and Safety System) radio communication for the issuance of the GMDSS Radio Operator's License.
The GMDSS Radio Operator's License is required for all personnel operating certain types of marine radios, including VHF, MF/HF radios, satellite communication systems, and other specialized equipment, on vessels that are required to carry GMDSS equipment. The license certifies that the holder has the knowledge and understanding of the principles and practices of radio communication and the GMDSS equipment and procedures to operate, maintain, and repair radio equipment within the authorized frequency range.
