Understanding Citizenship Education

Citizenship education is a subject that focuses on forming knowledge and attitudes towards the personality and behavior of students. Students come from different life backgrounds, including religion, socio-culture, language, age and ethnicity. This aims to ensure that Indonesian citizens become intelligent, skilled, creative and innovative and have a unique character as an Indonesian nation based on the values ​​of Pancasila and the 1945 Constitution.

In the 1945 Constitution the provisions regarding National Education are regulated according to article 31 paragraph 3 and paragraph 5. Paragraph 3 reads "The government seeks and implements a National Education system, which increases faith and piety as well as noble morals in order to educate the life of the nation, which is regulated by law ”. Paragraph 5 reads "The government advances science and technology by upholding religious values ​​and national unity for the progress and welfare of humanity."

According to article 39 of Law no. 22 of 1999 concerning the National Education System in Cholisin (2001:1) that "Citizenship Education is a subject that provides basic knowledge and skills in the relationship between citizens and the government so that they become citizens who can be relied on by the nation and state".

According to the Team of the Directorate General of Primary and Secondary Education Management (2006:11), citizenship education is a field of scientific study and educational programs in schools and is accepted as the main vehicle and essence of democratic education in Indonesia which is implemented through:

1) Civic Intelligence, namely the intelligence and reasoning power of citizens both in the spiritual, rational, emotional and social dimensions.

2) Civic Responsibility, namely awareness of the rights and obligations as a responsible citizen.

3) Civic Participation, namely the ability of citizens to participate based on their responsibilities, both individually, socially and as future leaders. In the opinion of S. Sumarsono (2002: 6) "Citizenship Education is an effort to equip students with basic abilities regarding the relationship between citizens and the state as well as preliminary education to defend the country, so that they can become citizens who can be relied on by the nation and the Unitary State of the Republic of Indonesia ”.

CICED (Center For Indonesian Civic Education) in Cholisin (2001:1) states that what is meant by citizenship education is: "Citizenship education is a transformation process that helps build a heterogeneous society into a unified Indonesian society, developing Indonesian citizens who have knowledge and belief in God, having a high awareness of rights and obligations, being legally aware, having political sensitivity, participating in politics and civil society (Civic Society).

According to the Competency Standards for Citizenship Subjects for SMA, SMK and MA (Ministry of National Education, 2003:2) and in accordance with the new paradigm of citizenship education, where students are directed to also have competency in civic knowledge and civic skills. and character or civic values ​​as well as having future life skills, especially life skills in the personal, social and intellectual fields.
