What would happen if civil society organization activists were asked to write about state intelligence? The answer is in the hands of today's readers; a concise book that illustrates how the activities of intelligence services intertwine various dimensions of life. Indonesian intelligence is everywhere. Intelligence transformed into a state within a state. The state is intelligence; intel is state; the state and intelligence are a source of fear.

The book "State, Intel, and Fear" is a collection of works by civil society movement activists who voice their concern and anxiety about the omnipresence nature of Indonesian intelligence.

The activists who contributed their ideas to this book are members of the National Alliance for the Democratization of Intelligence (SANDI). SANDI is facilitated by PACIVIS UI and fully supported by ELSAM, Human Rights Working Group, Imparsial, ICW, ISAI, KontraS, ProPatria Institute, The RIDEP Institute, and YLBHI.

Basically, civil society movement activists realize the importance of the presence of professional intelligence services that provide an early warning system and strategic information system to protect the country from foreign threats. However, critically, the existence of intelligence services that operate on all fronts and carry out various intelligence operations outside the principles of democracy, human rights and civil liberties must continue to be questioned.

The book "State, Intel, and Fear" is intended not only to record some of the dark corners of Indonesia that have been touched by the activities of intelligence services, but also to present some ideas about the ideal organization of intelligence services. This ideal idea was put forward to strengthen the state intelligence reform program that had been initiated by PACIVIS UI since mid-2005.

It is hoped that strengthening the intelligence reform program will be able to place intelligence within the framework of a democratic state. It is hoped that this state intelligence reform program can transform the character of the intelligence services as organizations that no longer spread fear in their own communities, but instead provide strategic certainty in the field of national security.
