Nahdlatul Ulama' (NU), is the largest religious-based organization in Indonesia. There are no definite findings regarding the number of NU members, but based on a survey conducted in 1994, the number of NU members is estimated to exceed 35 million congregants. The LSI (Indonesian Survey Institute) survey in 2004 stated that the number of NU members reached 60 million.

NU was founded in Surabaya in 1926 by a number of traditional ulama figures and businessmen. NU was born in an atmosphere of decline, both mentally and economically, experienced by the Indonesian people, due to colonialism or because of the confines of tradition. The adversity experienced by the Indonesian nation inspired educated people to fight for the dignity of the Indonesian nation, including through education and organizational platforms.

The first movement emerged in 1908 through the Budi Utomo organization which marked the awakening of the nation to fight for its dignity. This movement later became known as the "National Awakening" period. After Budi Utomo, the spirit of revival continued to spread everywhere--after the indigenous people realized their suffering and lagging behind other nations. In response to these problems, various educational and liberation organizations emerged.

NU was born as a continuation of various organizations that had previously emerged. There are at least three main reasons why NU was founded. First, local reasons, namely as a defensive reaction to various activities of reformist groups; Muhammadiyah and Sarekat Islam.3 Second, as Alfian said, NU was born as an effort to provide a forum for Muslims who adhere to the religious beliefs of the Shafi>'i> school of thought, most of whom live in rural areas. This second reason emphasizes that NU was born as a result of political developments among Muslims which provided very little space for articulation for Islamic boarding school residents and traditional rural Muslim circles in broader political affairs.

Third, international reasons, namely the emergence of the modernist movement on the international stage, spearheaded by the Pan-Islamic group. After the destruction of the Ottoman Caliphate, which often provided protection and support to traditional ulama, Pan Islamists, who had a different point of view from the traditional ulama, began to control the government. Pan-Islamists began to often corner groups that did not agree with them. This issue sparked concerns among traditional ulama' regarding efforts to marginalize their role, especially after the modernist group gained international support.
