Democratization in Indonesia, which is currently in process, is still secretly accommodating actors who have the potential to thwart this big agenda. Among them were members of the military, New Order actors, as well as moderate dissidents who succeeded in maintaining socio-religious organizations and political parties. Currently, scientific assumptions see that these actors will turn into democrats because they successfully adapt to the new liberal democratic institutions.

Meanwhile, the pro-democrats who had driven most of the changes would join the democratic mainstream and succeed in improving the standing of civil society. But in reality, even though the democratization strategy has resulted in extraordinary freedom and stability in Indonesia - when compared with "new democracy" countries, most analysts agree that the conditions of governance and representation in this country are still far behind.

The most appropriate structural analysis to explain this problem is that the supremacy of capitalism in politically exploiting natural resources has facilitated rent-seeking. This is in contrast to the principle of capitalism which states that investment profits should be obtained from production, services and trade carried out efficiently. Hence, most actors desire freedom to obtain rents rather than freedom from unfair and destructive competition—regarding the successful spread of ideas about basic rights and impartial government.

As a result, there is a need to change the structure so that democracy can find opportunities to develop better (e.g. Robison, Hadiz, and Winters in Ford et al. 2014). On the other hand, scholars who use an institutional perspective and an actor-oriented perspective, such as Ed Aspinall (2010), call this the "irony of success", namely a situation where dominant actors can use accommodation to dominate democratic institutions while using resources. and the position he holds, in order to obtain personal gain, including maintaining patronage and clientelism as well as committing corruption over public assets.
