This book was prepared by taking one of the important points from dissertation research, which tries to explore the deepest side of the quality management system process which is based on leadership in building the pillars of quality culture values. Quality culture is apparently constructed from organizational and institutional leadership within it. This study has proven that the premises proposed by Western theory do not necessarily answer management problems, on the contrary, the offer of local wisdom based on Islamic values ​​is considered more hopeful.

The culture of quality that is built is not merely symbolic, because it does not yet represent actual quality. Symbolic instrumentation must be followed by noble values, which are not limited to surface performance but also represent deep performance, from top management to the lowest level. In other words, quality performance in Islamic higher education management is expected to become an actualization of spontaneous routine values ​​so that the excellence of the quality management system is realized.
