Even though fasting during Ramadan is an obligation for every Muslim who is a Muslim, there are still certain factors that make it permissible not to do it. And these factors are considered legal by sharia.

Because it is considered legal, it is not sinful for those who do not fast. It's just that there are legal consequences that must be done, namely in the form of paying qadha' (paying fasting with fasting) for the number of days he left, or paying fidyah (feeding a poor person) per day for the number of days he left.
