What kind of Bai'at is prescribed, which if left by a Muslim will be sinful?

What is meant here is taking allegiance to a scholar (shaykh)?, or the leader of an Islamic congregation? how do? While Islamic scholars and congregations are numerous and countless! Or do we take allegiance to the leaders of the Islamic government who enforce Allah's law? There are several possibilities in this case.
