This is the book "Al-Siyasah Al-Shar'iyyah fi Islah Al-Ra'i wa Al-Ra'iyyah" (Islamic Governance in Reforming the Ruler and the Ruled) by Sheikh Al-Islam Ibn Taymiyyah. It is an important book in which the author relied on the Quran and Sunnah, legal principles, his vast knowledge, and his insightful analysis of the ruler's duties towards his subjects, as well as some jurisprudential issues in Islamic tradition. He also clarified the responsibility that every individual in society must bear towards the ruler and the community that encompasses them. As narrated in the two Sahihs (Bukhari and Muslim) in the hadith of Abdullah ibn Umar (may God be pleased with them both), he said: I heard the Messenger of God (peace and blessings be upon him) say: “Each of you is a shepherd, and each of you will be asked about his flock…”

This prophetic statement is the greatest indication of the extent of each individual’s responsibility in human society towards himself, his family, his work, and indeed, the entire society in which he lives. This book, which we present to our readers, is a message to every individual in society, clarifying their rights and obligations.

The author:
Ahmad ibn Abd al-Halim ibn Abd al-Salam ibn Abd Allah ibn Abi al-Qasim al-Khidr al-Numayri al-Harrani al-Dimashqi al-Hanbali, Abu al-Abbas, Taqi al-Din Ibn Taymiyyah (661-728 AH = 1263-1328 CE). He was an imam, a leading scholar of Islam. He was born in Harran, and his father moved with him to Damascus, where he excelled and became famous. He was summoned to Egypt because of a fatwa he had issued, so he went there. However, a group of people there opposed him, and he was imprisoned for a time and then transferred to Alexandria. He was later released and traveled to Damascus in 712 AH. He was arrested there in 720 AH, released, then re-arrested, and died in prison in the Damascus Citadel. All of Damascus turned out for his funeral. He was a prolific researcher in the various branches of wisdom and a proponent of religious reform. He was a master of exegesis and jurisprudence, eloquent, and his writing and speech were in perfect harmony. In al-Durar al-Kaminah, it is mentioned that he debated with scholars, presented arguments, excelled in knowledge and exegesis, issued fatwas, and taught while still under twenty. As for his writings, al-Durar states that they may exceed four thousand notebooks, while Fawāt al-Wafāyāt states that they amount to three hundred volumes, including: *Al-Siyasah al-Shar'iyyah* (Islamic Governance), *Al-Fatāt* (Legal Opinions), *Al-Imān* (Faith), *Minhāj al-Sunnah* (The Path of the Sunnah), *Al-Sarim al-Maslūl 'alā Shatim al-Rasūl* (The Drawn Sword Against the One Who Insults the Messenger), etc.
